How to determine why the boat trailer lights are not working?

I have a four Winns boat trailer and the flashing brake lights work well. The running lights do not work. I understand land can be a problem, so I looked down and loosen the ground and broke it. I redid the ground and still are not working. I have two connectors on the vehicle and not to work either. He had a bad bulb and replaced it. Thoughts. I have checked the fuses. The next step (after the fuse): see if you have tension on the vehicle wiring plug. You can use a test caps with LED indicators, a test light 12 V, or a multimeter set to VDC.
